Everlast weighted skipping rope, adjusting length?

Hi, i bought a 2lb weighted everlast skipping rope.
This one: http://www.surfdome.com/everlast_fitness_-_everlast_2lb_weighted_jump_rope_fitness_accessory_-_black-32864
But i want to adjust the length, how do i do so?
I think i have to unscrew the handles and move the washer and then cut the rope.
But i'm having trouble moving the washer. Any help, thankssssss

Tie knots in the ends near the handle to shorten it
