Your assessment of the report is something I disagree with.

...because that is only one part of the report. The other part is an establishment of goals for keeping fighters healthy and improving the sport. It also goes to make suggestions for 5 additional requirements that could be amendment to the safety act. It also shows the goverment's lack of ability (or willingness) to enforce the act.

My comment about the report being difficult to read didn't mean it was difficult to understand. It's just wordy and redundant.
