London was always going to be the experimental ground for martial law. First of all, remove the right to ownership of weponds by the public (Hungerford,Dunblane) make it virtually impossible for people not to be tracked by cameras and databases at every point in the city. Next , reduce the police force to such an extent that certain areas become feral no go zones.Allow crimility to prosper, preferring to allow police officers to attend traffic offences rather than catch drug dealers) next await a riot- this is it- let it escalate so far out of control that people will take the only remedy left to the government - ie martial law,teh Army rolling down the streets in tanks curfews, check points etc etc - and of course everyone will accept it because the alternative - gangs of yobs looting and burning - is just too dreadful an altrenative to contemplate.
